TV Plus is not a full EPG (electronic programme guide), it's a remote control for your Sky+ box or Virgin Media TiVo.
If you want to set programmes to record remotely or see what's going to be on later there are loads of apps to do this.
TV Plus aims to help you find something to watch when you sit down in front of your TV. It works out what you can watch, by detecting your Sky+ box or Virgin Media Tivo over WiFi and then controls that. On 3G it won't be able to detect any devices.
